Melanie Bellinger Selected as EMA/911 Director in Habersham County

Habersham County officials have announced the selection of Melanie Bellinger as the county’s new Emergency Management Agency (EMA) and 911 Director, bringing nearly three decades of experience in emergency communications and public safety leadership to the role.


Bellinger’s career in public safety began in 1998 when she was hired as a Communications Officer. Over the years, she has steadily advanced through the ranks, serving in key positions including Senior Communications Officer, Supervisor, Assistant 911/EMA Director, and most recently as Interim Director of Emergency Communications and Emergency Management.


Her experience spans all aspects of emergency operations, including 911 communications, disaster preparedness, and strategic planning. Throughout her tenure, Bellinger has collaborated with local, state, and federal agencies to strengthen coordinated response efforts and improve community resilience during emergency events.


Bellinger has also overseen several major initiatives designed to modernize and enhance emergency response capabilities. Among these are the implementation of a new Computer-Aided Dispatch (CAD) system, upgrades to the county’s 911 phone infrastructure, and the integration of RapidSOS technology to provide first responders with improved real-time information.


She played a significant role in helping the communications center achieve APCO Project 33 Training Standards Certification and advancing programs focused on missing and exploited children.


In her emergency management responsibilities, Bellinger has contributed to the development of federally mandated Hazard Mitigation Plans and has managed FEMA reimbursement processes following major disasters, helping ensure the county’s financial recovery and continued readiness.


She holds several professional credentials, including Certified Emergency Manager (CEM) and APCO Registered Public Safety Leader (RPL), and is a graduate of the 911 Director’s Academy. Bellinger also maintains leadership roles within statewide professional organizations, where she supports the continued advancement of emergency communications and emergency management practices across Georgia.

County Manager Tim Sims said Bellinger’s background and leadership record made her a clear choice for the position.


“Melanie’s experience and proven leadership make her the right choice to lead our EMA and 911 operations,” Sims said. “We are excited to see her continue to grow and strengthen this critical department.”
