Habersham Commissioners to Consider $50.2 Million Bond Resolution, Proposed Racing Track

The Habersham County Board of Commissioners will have a full agenda Monday evening, with approximately $50.2 million in general obligation bonds, a proposed go-kart and remote-control-car racing track, airport agreements, grants and annexation matters among the issues scheduled for consideration.

The Board of Commissioners will meet Monday, August 17, at 6 p.m. in the Jury Assembly Room of the Habersham County Courthouse, located at 295 Llewellyn Street in Clarkesville.

One of the largest items on the agenda is a resolution involving approximately $50.2 million in Habersham County General Obligation Bonds, Series 2026. Commissioners will consider authorizing the bonds along with a bond purchase agreement and several related financial actions, including establishing a construction fund and provisions for repayment of principal and interest.

Public Hearing on Proposed Racing Track

Commissioners will also hold a public hearing on a conditional-use application from Mitchell Payne involving 5.58 acres at 155 Ponderosa Road.

The applicant is seeking permission to use the property, which is located in a Low Intensity District, for a go-kart and remote-control-car racing track.

Airport Business

Several items involving the Habersham County Airport are included on the consent agenda.

Commissioners will consider master agreements with Kimley-Horn for airport consulting and planning services, along with a Corporate Aircraft Association fuel contract for the airport. The board will also consider the county's 2027 LMIG grant application, an agreement with the University of Georgia for Extension services and personnel, and the acceptance of grant awards supporting Habersham County's Drug Court, Family Treatment Court and Mental Health Court programs.

Annexation and Radio System Issues

Under new business, commissioners will consider an intergovernmental agreement with the City of Cornelia concerning use and maintenance of the county radio system.

The board will also consider a request from In and Out Home Buyers, LLC to annex approximately 4.122 acres from the City of Demorest.

Another discussion will center on Cook Construction and Real Estate's application seeking annexation of approximately 45 acres into the City of Baldwin.

Recognizing Service and Emergency Management

The meeting will begin with recognition of the Grant-Reeves Veterans Honor Guard. Commissioners are also scheduled to issue a proclamation recognizing August 2026 as National Emergency Management Awareness Month.

The meeting includes an opportunity for public comment, and an executive session may be held if needed.
